Can this chainring be used on the Zoomer Elite's 30/42/52 crankset to get back some of the lower gearing lost with the 26"wheel?

You would want a 24 or 26T ring to get lower gearing. The 74BCD is the right one.

Do you need to go to a 38 for the mid - since it would be an 18 tooth jump from 24 to 42? I take it this would also work on the Catrike's with the 30/42/52?
It would drop the GI 20% right? So a 26" Expedition would go from a low of 24, 19 - and a 20" Road would go from 18 to 14.6?

While most triple sets are optimized with the ramping and pinning to help the chain go from one ring to another, there is a lot of flexibility.
In your example, switching from the 42 to a 38 would drop the middle ring down about 10%.
